install to 

C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\patchday2ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\

you need the vehicles meta and the carivations meta for the vehicle to work correctly in the game 

change this line in the vehicles meta or use the one i provided install to 

C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\update.rpf\dlc_patch\spupgrade\common\data\levels\gta5
